In addition to the selection and training functions, the Civil Service Selection and Training Board (CSSTB) has been entrusted with the scrutinizing and concurring authority of proposals for promotion to the officer level of civil service organizations since December, 1979.

In June, 1980, the procedure of promotion for civil servants has been prescribed by the highest organ of the State and all the civil service organizations have to follow the procedure in promoting their staff to higher post. Regarding promotion to the specific officer level post, the ministries and organizations need to seek the concurrence of the Civil Service Selection and Training Board.

In this respect, the proposals dispatched by the civil service organizations to the CSSTB are vetted by the Civil Service Selection and Training Department (CSSTD) and the department prepares the case which is followed by the procedure to regular board meeting and seeks the concurrence of the board. And then the CSSTD replies the board's concurrence to the respective organizations.

Apart from the existing promotion procedure, the special case for promoting by relaxing the qualified service period has been granted by the government office in November, 1992. Therefore the Civil Service Selection and Training Board also scrutinize and concurs the special case for promoting to officer level post.

The CSSTB has made concurrence for promoting the 53908 service personnel to officer level post within the period of 1-4-88 to 31-3-2008 and 2049 service personnel within 2008-2009 financial year as of 28-2-2009. See Table-1
